Cormont is a premier luxury residential development located within Deer Valley East Village, the centerpiece of one of the most ambitious ski-resort expansions in North America: five towers and 374 luxury condominiums around a central grand plaza with ski-in / ski-out access. Deer Valley has long been recognized as one of the most exclusive mountain communities in the United States, less than an hour from Salt Lake City International Airport, and will serve as a designated venue for the 2034 Olympic Winter Games.

Cormont marks the latest collaboration between EB5 United and a highly seasoned national development sponsor, Reef Capital Partners, whose long-standing presence in Utah underscores both their commitment to the region and their reputation for executing high-quality Projects. EB-5 capital is structured as a senior secured mortgage loan to the Borrower, with developer equity and other subordinate capital representing 52.7% of total Project capitalization.

For accredited investors, Cormont is a Rural TEA EB-5 investment under the EB-5 Immigrant Investor Program: the $800,000 minimum applies, I-526E petitions receive USCIS Priority Processing, and rural filings benefit from the 20% EB-5 visa set-aside, a defined path toward U.S. permanent residency (the green card) for the investor, their spouse and unmarried children under 21, subject to USCIS adjudication.

Collateral & Seniority

Where the EB-5 loan sits
in Cormont's capital stack.

The EB-5 investment is structured as a senior secured mortgage loan to the Borrower, and its collateral position moves through two stages, both disclosed in the PPM. The property was acquired with seller financing; every EB-5 advance is applied through a controlled account to retire that financing dollar for dollar. As of August 13, 2026, EB5 United already has raised more than enough capital to take out the Bridge Loan; we are simply waiting on I-526E receipts to allow us to advance this amount to the Borrower and remove the Bridge Loan. Once it is repaid and released, the EB-5 loan is secured by a first-priority mortgage on all five residential towers and the parking garage, together with first-priority security interests in the Project assets and a pledge of the Job Creating Entity's equity.

The Loan Agreement contains no mechanism by which the EB-5 loan can be subordinated to new debt; additional financing, if ever required, can only come in pari passu (equal), on lien-parity and coordination terms documented at closing if EB5 United is unable to provide $224.8MM of financing to the Project by March 31, 2027. We expect to advance this amount to the Borrower in Q4 2026.

Additionally, C-PACE will be placed tower by tower and is structured as a tax-lien-equivalent assessment rather than a competing mortgage, so if it were defaulted on we would pay the owed interest to the C-PACE lender to cure the loan, take all five towers and the parking garage, and keep the C-PACE loan for ourselves.

From Reef Capital Partners, backed by a liquidated-amount mechanism covering the net funding gap to complete construction.

Senior mortgage collateral: first-priority mortgage on all five towers and the parking garage once the Bridge Loan is retired.

52.7% non-EB-5 capital subordinate to the EB-5 loan.

Controlled Net Sales Proceeds Account: Tower 3, Tower 4 and garage net proceeds are swept into a bank-controlled account and cannot be distributed to the sponsor before EB-5 is repaid.

Restricted-payment covenants: sponsor profit distributions are payable strictly after the EB-5 loan is repaid in full.

Manager independence: EB5 United manages the NCE as fiduciary and is not affiliated with the Job Creating Entity or the developer.
